I not sure of the engine, but, yes, there probably a governor. Look on the Carburetor and you will find were it connects with a spring. You can just disconnect the spring, just be careful you not blow it up over reving. How the governor works; Inside the cover for the pull start is your Flywheel, you will notice there is a plastic paddle looking thing. As the engine reaches a certain RPM it makes enough air flow (Like a fan) to blow the paddle away from the flywheel and this throttles down the carb.
Other things; you can use a smaller sprocket on the wheels, or larger sprocket on the engine. This gives more top speed, but, will decrease pulling power, so, it may not take off as fast, but, when it get going, it will go faster.
Some people remove the muffler and just screw in a Galvanized pipe, like for water on older homes (It works similar to headers on a car). It will be louder. Also, with the increased air flow, you may need the next bigger jet on the High Speed of the carb. It will use a little more gas, but, increase power and thus speed.
This all I can think of, I try to find some pictures.

If you want a faster go-cart you will need to change the gear ratio.
I would not mess with the govenor because the new engines today on the market have plastic govenor gears inside the engine and when the weights flail out when it spins they can rip the gear up with too much speed. The gear was not designed to run faster rpms unless it is metal one and you would have to drop the sumpt plate in order to check it out.

What I did was use a chainsaw engine for my go-cart experiment back in the days and that baby hauled butt faster than a scalded dog.

You can make it faster by changing the gear, or pulley, ratios. Removing a govenor, if there is one, is never a good idea. Unless you like replacing engines, that is.
