first, make sure that the sprinklers hit all areas of the yard. 15-20 minutes a day should be plenty of water per day. 4am is a great time, keep with that. You may even want to cut out your evening watering. Too much watering could get you grubs. If your grass is pulling up easily when you grab it odds are you have grubs. easy fix with pesticides on the market.

I would probably suggest forgetting the early morning watering and only water after the sun goes down. Set a pot or similar container on the lawn and see how much water is actually going into the soil. You probably don't need more than an inch, but I'm not sure. My dad's theory about lawn watering was that if you keep it watered, the roots are going to stay close to the soil surface, knowing you'll keep them watered. If you aren't quite so kind, the roots will dig down to where they'll probably find enough moisture to satisfy their needs. That said, in most parts of the country, the grass is always going to turn brown to some extent, unless you water it five times a day. Just let it be somewhat brown for a couple of months. It won't die. Better than wasting water.

if you are like in my area where it hasn't rained for weeks upon week and not looking for any rain, i would but it to 45 mins to an hour per time still at continuing to do it at 4am and 7pm (its so dry in my area right now then only 15 mins of sprinkling would soak up quick and not give the grass enough water at all, also you may want to keep in mind if any large trees are in your yard too, because they will overpower the grass and the roots from it will take all the water away if thats the case i would add a little bit more time to the sprinkler system for the trees too

Better check if your sprinklers are hitting all the areas evenly
Otherwise watering 4 minutes at a time 3 times a day should be enough. The times you water are good.

Normal watering should be one inch of water minimum. Set a container out and see how much it collects when you water. Probably going to need 1/2 to full hour.

why do you have them on at all... twice a day is too much sounds like your kindness is killing it. grass is very hardy and it should only to be water once a day if at all...I would be changing the time you do it too t. if you live in a hot climate then early evening if it is a cold climate then in the worm part of the day..
