Ask your internet provider what yuor upload speed is, if you are ona 1mb line, 256kb it often the uploading max.
If upload speed is 256kb (kiloBITS) you can puck to 30kB up (kiloBYTES) no more, that's all the line can handle

There is too little info to determine what can be wrong, but since you are using a router I will assume you have either DSL or Cable modem connection. I will also assume you refer to wireless speed, as with that type of connection it is not normal to get 30 kbps (speedtest.net to check cable/dsl speed).
The usual reason for a wireless connection speed on a 54G router to go below the promise speed is signal strength.
There are several things that you can do to improve signal strenght.
1) Some wireless routers you can boost the signal in the advance settings. I have a hack WRT54G with DD-WRT and the option is called Xmit Power. I have it at 89. Check if you have a similar option in your router.
2) Change wireless channel. Usually the routers comes in the "auto" configuration, but you can switch and play around to see which channel will offer you the strongest signal. In my router it is channel 2 & 4. If you loose your signal you will have to hook up directly to the router ethernet port to re-configure your setting to another channel.
3) Location of the wireless router. If your wireless is too far away or there are many obstructions your signal will be lower. There are a few things you can do here.
a) You can buy an anntena with 7 dbi to increase your
signal strength
b) You can buy a wireless repeater. I have a linksys that
cost me around $90. It did gave me the 54G
c) You can get a wireless bridge, which is similar to the
repeater, but sometimes cheaper.
4) Check that you don't have wireless phones in the 2.4Ghz frequency, nor baby monitors, or wireless security cameras. These all interfere with your wireless signal. For phones use a wireless phone working on the 5.8 Ghz or better.
If you were referring to Internet connection speed from your ISP I will suggest talking to them. If they can't work it out then get a different ISP.

Many ISPs have a much smaller uploading speed, compared to downloading. My ISP can limit the uploading speed to something like 16 KB/s (depending on which type of internet account you purchase). You should check with your ISP. I don't think that there is anything that you can do about improving the upload speed. Improving downloading speed can be done (to a small degree) with a download accelerator though.

The fact that you are using a router tells us nothing about what speed your internet traffic should be. Check what the maximum possible incoming and outgoing speeds are to verify it's running slow. Next, if you aren't going at maximum speed the slowdown might be beyond your ISP's network. If you want to fix it, purchase a faster service.
