Update your spyware and run a full-system scan. If that doesn't work (or if it seems to, but this pop-up returns), you may need to turn off system restore, restart in Safe mode, run full-system scans (anti-virus and spyware), turn on system restore, and restart.

Sounds like a spyware infestation
I'd reccomend these 2, run each in turn
ADAWARE fro www.lavasoftusa.com (Free personal version)
also SPYBOT S&D from www.spybot.org (Again free for home use)
Also worth having in toolbox is CCLEANER from www.ccleaner.com again a free download, and a good general windows tidyup utility.

go to lavasoft.com and download adware
make sure it is updated, and run a full scan
