The phrase "Diamond Jubilee" used in Britain suggests it refers to the number of years of the monarch on the throne.

Elizabeth II became Queen on the death of her father George VI in1952, had her Silver Jubilee in 1977, her Golden Jubilee 5 years ago, and is due for her Diamond Jubilee in 2012 when the Olympics come to London. That is assuming she lives a further five years. Queen Victoria managed 63 years on the throne, so why not?

In Britain, the diamond jubilee is a 60th anniversary, so 2008. In the US, a diamond jubilee refers to a 75th anniversary.
