Heard of a language called malayalam in India. The most difficult Indian language. Even Indians other than the native speakers cant follow a single line. Used a code language in Indo-Pak border due to its complex verbiage.

Obviously it's completely subjective, depending on the person and their native language.
For native English speakers, I've heard Navajo would be near impossible to become fluent. The US even used Navajo as code during WWII because it would be nearly impossible to crack due to a very limited number of native speakers and it is a very complex verbal language.

I have been told that it is English, as it has more "exceptions
to the rules" than other languages. For me, being a native english speaker, I think it would be very difficult to learn Chinese.
