Do you mean a coat of armour? To develop this speech, you need to first list the main attributes of your school. For example does your school excel at sports, academics, clubs, etc. What is your school most proud of. The coat would then contain elements of these themes. In your speech, you would say which elements of the school should be included and you would give your reasons for your choice. You might then give suggestions on the actual design of the coat. 250 words is not much at all. Once you get started, you'll probably find that you have to cut down your speech. Good luck.
