well i would have to say no but at the same time the person has to work on what it is that they are sorry about maybe they are saying sorry that they have hurt you but i need some time to work on it or just sorry, but i cant change right now. but i would say it means nothing if they do not change and selfish, and that person really does not care about you enough to change so it means didly

Being sorry is a sense of self-worth and compassion. However the old phrase - "actions speak louder than words" is worth a lot too.
