Not at all. They may be of African descent but if they are Australian then they can represent Australia in the Olympics.

We already have many top level sportpeople who are of different cultural background.

It would only surprise me if Africa children made the Australian Olympic team when you must be a citizen of the country you represent so they would have to be Australian children.

If they are Australian citizens they can make the team if they are good enough it's wont really make much difference where they are from. Many people from Africa have made the Olympic team for other countries before
