From the TSA website:
"Lighters - All lighters are prohibited as carry-on items. Lighters without fuel are permitted in checked baggage. Lighters with fuel are prohibited in checked baggage, unless they adhere to DOT exemptions, which allow up to two fueled lighters if properly enclosed in a DOT approved case. If you are uncertain as to whether your lighter is prohibited, please refrain from bringing it to the airport."
So, do not add fuel to the lighter prior to your trip. Purchase the fuel once you arrive and you will not risk having your bf's b-day present confiscated.

use zippo fluid you can buy small cans or large cans of fuel you can buy it most all gas stations you can not take it on air planes as far as filling it open lid pull inside out of case tip up side down lift cotton and fill untill full put back in case make sure hands do not have fuel on them then light it for a little bit then close and done

Zippo sells fuel under it's own name. It is a solvent called benzine in the US, naptha, elsewhere, I think.
Tell your boyfriend not to overfill the lighter. It will leak out in his pocket and cause a heck of a rash.

try using some stuff called "lighter fluid". the spark wheel and wick assembly pulls out of the body, you will see white/cream colored packing. pour the lighter fluid into the packing until damp, not soaking. too much and the fluid will leak out of the wick. if you put the lighter in a suitcase, put it in a ziploc bag so the fluid wont get the cloths all smelly

any lighter flued will do flick the little leaver near the lid hinge pull the inner out by the wind gard, look underneath and there's a strip of felt with a small hole, lift the nosle of the lighter flued and fill in the hole , no you can't carry any flamable liquids on a plane

Unless you have a direct flight and OK it in advance with the airlines, I would store it in your suitcase. Even if you do get an approval, if anything strange happens during your travel time, forget it. They will check everything and may remove it. So better safe than sorry, I recommend storing it in luggage!

put it all in your main luggage that you'll checkin... I'd leave the fuel... buy some out there... Or you may end up being probed like me at Gatwick! (I swear they are meant to wear rubber gloves!)
