It's a 'diction'-ary not a pictionary!

A picture is worth a thousand words is just a proverb that refers to the idea that complex stories can be told with just a single still image (since we all have different point of views), or that an image may be more influential than a substantial amount of text. A picture is worth thousand words is really our visualisation and description of the picture.

Dictionary can't only have few pictures. Dictionary is meant to have words. It is a reference source that provides meanings of words.

As a conclusion, dictionary has words in them rather than a few pictures because if you relate the proverb above with dictionary, the proverb means our own visualisation and description something. And if we want to know what some words mean, we will have to look into the dictionary, we can't just visualise the dictionary and figure out meanings of the words.

Because a picture is only worth 769 words so they would need about 6 not 3.

Picture = Words to describe a place, person, emotion, bla bla bla...
