The actual owner of the World Trade Center is and has always been the New York Port Authority. In May of 2001, Silverton leased it for 99 years.

He was and is the owner of several of the World Trade Center buildings, if not all of them.
He had no role in the 9/11 tragedy. However, some people think that when he told the fire chief to "pull it" that he was talking about demolishing building seven. However, WHY would he tell FIREMEN to demolish a building? Since when do firemen destroy buildings? And, anyway, doesn't a city have to approve before any buildings are demolished?

To actually answer your question, he is the current own of the World Trade Center site, and owned the WTC buildings (when they were still standing).
