The song is about Elvis Presley. Col. Tom Parker said in 1954: if I can find a white man with a black [velvet] voice, I can make MILLIONS. Elvis was that man.He also dyed (coloured) his dark blond hair, to black.
The way Elvis performed R'n'R and the way he moved on stage, was a new religion for the younger people.
For that time, the 50's, his show was rough, vulgair etc.
So said older people. I can't remember the songlyrics much, bu if you read about Elvis and listen to Black Velvet, it's easy to fit to story. I hope my answer is enough for you to understand.

Elvis. Alannah Myles has said that is what it is about. It starts out with his love for music since he was a child, and then him entertaining as an adult.

The clincher is this line:

it's about Elvis. Not only because it mentions a song that he sings, but it sets it up from the start. Jimmy Rogers is playing on the radio. Do we usually hear him now? Nope. but in the time when Elvis was little we would. Also the way he danced was a sin. listen to every word.
