I believe that they can, but only on a vote by all other members. But the way it seems to go, if the country in question has somethings all the others want eg, oil then they seem to get away with more. Why don't you look up the EU on the Internet and see what their policy's are?

That would be great if they could. Then a country like Sweden or France could be expelled for blocking immigration.
