First off, some spelling corrections:
. vasectomy, not vaccectamy
. orgasm, not orgazem
If a man has a vasectomy he will still ejaculate, but his semen will not contain any sperm cells. Vasectomy does not protect against STDs or HIV.

The Vasectomy allow orgasm, and he ejaculates seminal fluid which come from a gland just below the head, it does not contain semen. The danger of STD transmission is the same as for men without a vasectomy. The reason that there is a lower incidence of STD in the vasectomy male is that they are usually in a very stable long term relationship and do not have any other partners.

A vasectomy only prevents sperm from going into semen from the testicles. There's basically no difference before and after a vasectomy except there's no longer any sperm in the semen, so a guy would still get ejaculations. He'd only get a dry orgasm if his prostate was removed.
And yes, one can still pass along STDs after a vasectomy. A vasectomy is only to prevent pregnancies.

Everything functions as before, you will still ejactulate semen, you will just be firing blanks. No live sperm will be in there. Yes, you can still be at risk for an STD as its the swapping of bodily fluids that pass on STD's, its nothing to do with whether you have live sperm or not.
So if you are getting it done, you still need to be careful and wear a condom.
I know you wanted men only to answer, but Im a pharmacy dispenser and get asked all sorts of questions like this frequently!

(1) For the first few months after a vasectomy there is a possibility sperm can still be in your fluids. It is good to wear a condom and get a sperm count done after a vasectomy to make sure it is free of sperm.
(2) You will shoot liquid after a vasectomy just like you did before you had one. After the vasectomy it will not have sperm in it.
(2) A vasectomy does not change the chance of spreading or contracting STD's
