My first thought was the human brain, but it's the human EAR.

Its the sense of hearing. Hearing is more than having ears. It's including the interface in the brain to receive the signals from the ear. This is fully developed at birth.
The eye itself is also fully developed at birth, but not the sense of seeing. At birth the brain interface to interpret the signals from the eye are not fully developed. There was no programming with actual signals while being a foetus.
Hearing is learnt and programmed while still being in the mother's womb.
