Go with a seller who has 98% or better positive feedback and you should be fine. Buy through PayPal where you will have buyer protection.

I have bought everything from childrens movies to swords off of eBay and never had a problem.
Make sure the seller has good feedback ratings, clear pictures of what you are buying, and the price seems reasonable. If feed back is bad, there are only one or two pictures, or you could buy that same dress in the store for just as much, you should look elsewhere. You might also inquire about returing the item if it doesn't fit properly or if you find undisclosed damage.

I bought a formal dress off ebay, and it was a unique dress that I absolutely adored.
All I can say is - make sure the user is trustworthy. Look at ratings/reviews, all that jazz.
Check sizing charts - measure yourself and make sure the sizing charts go with your physical requirements.
And make sure you have a decent picture to look at, and have seen the dress all over. You never know, it might have a giant hole in the back or something...
but apart from that, yes, it's safe, have fun and good luck!!!!

I don't even buy from sellers who have less than 99% positives.
Make sure to read through all of the comments, both good and bad, for similar items sold in the past.
The ones to watch out for would be - the rating is positive, but the comment says something like "shipping took a long time but item was good," or "the purse is not authentic but still looks cute."

Of course! Millions of transactions are done on Ebay every day without problems. I have over 6,000 transactions on my ebay account and have only ever had a problem with one!!! I guess I have been lucky.
Look for a seller with excellent feedback, and preferably within your country. Don't get carried away with bidding fever (easily done believe me) and make sure you ask any questions well before the end of the auction.
Have fun!
Ohhhh and don't get ripped off with high postage costs.

Check out the sellers feedback, don't buy from someone that doesn't have much feedback, or that has bad feedbacks.
The biggest problem I would have with this is not being able to try them on first.
