Your character will receive a birthday mini-pet free when it's turns 1 year old. You can check the age of your character by typing "/age".
There are other mini-pets in the game, but some of them are pretty expensive like the exclusive prizes given to tourney winners and the Asian only giveaway pets.
There are a few pets available ingame, like the Ghostly Hero pet from the Hall of Heroes and Mallyx from the Coffer of Whisperers, but these are very rare drops and take a great deal of time and skill to earn.
If you want a cheap pet now, your best bet is to buy a mini pig for around 1k. (Don't pay more for it) or a first year white birthday present for about 5-10k.
