I think kissing anywhere on the neck is sexual...honestly it would bother me too if it was a family member. : )

It does sound a little creepy but after thinking about it, it might depend on the kiss itself. If it was a quick little dry peck, then I don't think I'd worry about it even if it did seem awkward. Also, I imagine that you weren't expecting it, and that part of the body is considered an errogenous zone, so the sensation probably felt more 'sensual' to you than to the person delivering the kiss.
I guess I would just have to consider the person who gave the kiss. Are they creepy? Or are they just sort of goofy and awkward? In your gut you probably know the answer to this. Go with your instinct.

I think kissing someone on the back of their neck is always a bit in the area of the NO Zone when it comes to family just like the lips are. Those are place for your boyfriend or girlfriend. I'm not saying you asked for it. I would try to ignore it you know. Maybe they notice you where uncomfortable. But if it happens again make it clear that You do not like this. Yes it may seem a bit cruel but sometimes you just have to state it. I had a family member think it all fun and games to try and kiss me on my lips. He did it for some times and I kept saying no. I got really pissed when it happened while I was.... on my period I ended up slapping the **** out of him across the face with my hand. According to my mother I have a heavy hand. Anyways, I Said stop F**K doing that to me I do Not like that and You know that I do not like this. I'm Telling My mother. If it happens again I would subject telling someone within your family that you are sick of whom ever doing it to stop and that You do not think it right or appreciate for someone to kiss you on your neck. State if you want that is for your boyfriend or girlfriend not a family member. Just remember if she dose nothing you could always go to the police I know that sounds extreme but if you are uncomfortable with this do what you got to do to make your self feel comfortable. Yes! I guess they could mean it in a non-sexual way but it always leaves you with a tingly feeling down your spine when kissed on the neck. A family member recently (Im ticklish) so he tickled me on my thigh and I felt really uncomfortable now that Im not a little girl anymore =)
