Have you done anything since your computer crashed as you may be able to get your system up and running again in safe mode, that is what safe mode is there for.
Reboot your computer and hit the F8 key as it starts this will take you to safe mode, from there goto start, all programs, accessories, system tools, system restore and set your system to restore to a point before the crash, once it is back, up and running, have a think about what you did to make it crash as most, not all, but most crashes are caused by opperator error.
If, however, you cannot get into safe mode, don't play or re-format or reinstall your OS, take the computer to a computer repairers, as the problem may be very simple, and if the problem is big, most good computer repairers, if they are any good, can extract all your files from the hard drive before re-formatting and re-instaling the OS.

If, when doing the re-install of Window, you formatted the hard drive, then your files are lost, and can't be retrieved. This is why we do backups to external storage devices like CD's or external hard drives.
