propaganda is like advertising...I think there has to be an element of untruth for it to be propaganda. Hate propaganda would typically be of a religious or racial nature.
Flyers or handouts that your local white supremacist group hands out would be considered hate propaganda.

The films of Leni Riefenstahl are an excellent example of hate propaganda. She made films promoting the Nazi party in Germany in the 1930's.

Hate speech is a controversial term for speech intended to degrade, intimidate, or incite violence or prejudicial action against a person or group of people based on their race, gender, age, ethnicity, nationality, religion, sexual orientation, gender identity, disability, language ability, moral or political views, socioeconomic class, occupation or appearance (such as height, weight, and hair color). electing (picking at random) clinton for president will bring in $46 million dollars of taxes away from each state.
There was no way to find out how many dollars there were, just a shiny guess to make you not vote.
