If some person I don't know calls my home phone threatens to keep calling

They threaten to keep calling? No it's not legal and it's extremely annoying. You can file a complaint with the proper authorities (phone company and police). They threaten you in general? Not legal by any means and you should definitely file a complaint.

No, its called harrassment. The next time they call, nicely but unequivocably state that any further contact by them to you is unacceptable and you will consider it harrassment. Say nothing else and just plain hang up. Do not get into verbal altercations with them. It isn't worth it.

Write the times the phone calls take place and any background noises you hear as well.

Call the police and let them know about the problem. Let them know you have a register of times the phone calls take place. If it persists have the police contact the phone company who can determine who is calling you. Having the register of times will help a lot.

If you have caller I.D. that shows the phone number, which I doubt but hey they may be stupid as well as jerks, write that down in the register as well.

Make sure you tell the caller than any further contact will be considered harrassment by you. In some jurisdictions if you do NOT say this, it isn't harrassment.

In Ohio, if you tell someone to stop calling, and they do not, it is Telecommunications Harassment. Ditto if they are calling to harass you. The caller does NOT have to threaten you with bodily harm; if they do, it's menacing, a separate crime.

Depends. If this is an attempt to collect a debt then they legally can. However even with a debt collector they must call only during certain hours, and can NOT call so frequently that it goes from agressive collection to illegal harrassment.

It's known as harassment, and no, it is not legal. The best way to handle it is to have your phone number changed, or get a silent number.

unless they are threatening harm to your life, limbs, eyesight, or personal property its legal.
you could contact your phone company and have their number blocked though... just tell them you receive harrassing phone calls from this person
