If clones are reported, will the report be allocated to the clone's account. I would hate to cause trouble for any genuine person.

If you block the clone you know is a clone for sure, the real person will not be blocked because it is by IP addy for the Yahoo! Answers drones and not by name or avatar. the same holds true for blocking someone who is insulting and annoying when others decide to immitate them in satire. The one which is insulting will be blocked and the immitator (usually humor) is not.

Add the people you like to your contacts if you haven't already. Then a little blue icon (like a Fisher Price Little Person, sort of) will show up next to their name. If you don't see the icon, then you know you got a clone, and you know who to report. The clone will get all the trouble, NOT the person you like--the report is tied to the clone's account.

Yes the screen names are separate from accounts. It is fairly easy for YA staff to see who is who
Anyone can change their screen name without changing accounts. To tell the difference just look at the profile a clone/troll will have a new account (I swear I am not one) because they get deleted so often
So don't worry just be sure it is the troll you are reporting
