Do we not own our own bodies? Do we not believe in personal responsibility anymore? Are we to assume that every single resident that stayed during Katrina was so uneducated that they did not understand the implications of hurricanes?
I followed this weather system for days before it hit New Orleans, and every radio, TV, and satellite system was predicting a New Orleans direct hit by a strengthening storm. I typically do this summer - fall since I too live in a hurricane evacuation area. It developed into a category 5 days before, and every available news source known to current times were broadcasting the danger, the sea level of New Orleans, and advising everyone (EVERYONE) evacuate.
The national guard even went door to door advising in person, and having some people sign releases if they were staying. Releases that said they were not responsible for death or dismemberment by idiotic decisions. Buses were busing people out that didn't have cars.
Everyone in a hurricane area, especially living in a soup bowl hundreds of feet below sea level, should always have an evacuation plan. Even if I were poor, you'd better believe I would be walking or hitch hiking my sorry butt down the interstate, days in advance, with nothing but the shirt on my back and kids on the hip. I would have done anything to save my family. But, people CHOSE to stay. I'll say it again, CHOSE. As in, they made the CHOICE. Even when they were told this storm was going to get so bad that emergency personnel would not be able to get to them for days, and 911 would be useless, they still CHOSE to stay.
But yet, in the end it was everyone else's fault - but their own. Even worse, they chose to take advantage of our kind nature with fraud and abuse of assistance, and played the race card to keep getting it. I especially despise their mayor who was recorded shouting into the phone that "we were letting black people die," even when it was reported that it was so flooded that emergency crews couldn't even get to people - just as they said it would be. The USS Truman was even deployed, and they couldn't even get near the shore to help due to the mass amount of debris. But yet, the race card was pulled out and anyone who didn't help was "a racist." No, stupid people were dying. It didn't matter what color they were. If you stayed against all advice, you were stupid and ignorant.
The moral of the Katrina lesson should have been to always have an evacuation plan. Keep a waterproof box with all of your important documents, changes of clothes, medical supplies, medications, and some cash in a safe place that will be easy to grab in a hurry. If a bad storm is coming, get out anyway you can.

Damn straight he should have to baby sit all cities. He is President of the United States of America, and he is suppose to be the end all say all when it comes to federal disaster areas...no matter if it's a town, a village, a city, a county, a state, a region, or the entire country.
The mayor and governor asked for help, and those calls fell on deaf ears. The programs put forth by FEMA to "help" the victims didn't work right.
Even if others dropped the ball, the President is the last one standing. The one with the most pull. The one with the National Guard, Army, Navy, Coast Guard, Air Force right at his finger tips. The one who can call for Federal Funding.

Local governments have limited authority. The canals that failed were built and maintained by the US Army Corps of Engineers, over which the president has control, not the mayor of New Orleans or the Governor of Lousiana. Both of these officials and others had been asking for help for years.
The Federal Emergency Management Administration (FEMA), exists because we all know that local authorities are overwhelmed in the event of a major disaster. The president is responsible for FEMA as well.

No, it's not why we have local officials. It's why we have a national government. Sometimes disasters overwhelm local governments, and the feds must step in. That's why FEMA was created. The founding fathers intended that a national government come to the aid of locals when needed. So you are exactly, 100 percent WRONG.

Bush cut funding for the reinforcement of the levees in New Orleans, that said, it is the Federal Governments obligation to help in the event of a catastrophe of the scope and magnitude of the disaster that struck the Gulf region, that is why such departments as FEMA exist. Bush appointed a crony who was not qualified to handle the position to which he was appointed. It was a failure by Bush all the way around.
