Or did you mean a purse for paper napkins out of fabric?

I have crocheted them, by just making a tube of crochet that was a little wider than around the napkin, when it was long enough I would make a flat flap at one side, and sew a button on the side for closing.
Close the bottom end too, or the napkin will fall out.
