Depending on the size and type of truck, you can spend $35,000 to $150,000 or more. You do not need a special license to drive many tow trucks. The license needed is determined by the weight of the vehicle, not that it is a tow truck.
If you are driving a commercial vehicle over 10,000 lbs GVW, you do need a DOT health card. If the truck is over 26,000 lbs GVW, you will need a class B CDL. For the heavy tow trucks (tractor trailer and large truck towing) you will need a class A CDL.

A new truck can cost upward of $300,000.
You can find a used one for less than $100,000. You should have a CDL, but I know of 2 drivers who work for a towing company that don't have one.
If you want to start a towing company, realize you will meet fierce competition from existing companies. The real money is with accounts with local police and state patrols to clean up wrecks. But there is money to be made just advertising in the yellow pages. Do know that most of your work will be done between midnight and 8:00AM and you will be 'on call' 24 hours.

After the cost of a new truck ($ 50,000 more or less), you need a conversion to tow truck (boom, hydraulics, lift mechanism and a lot of other things) which may add another $45,00 to $ 75,000. Therefore, you're looking at an investment of nearly $ 125,000.
You also need a special license to operate a tow truck, plus business license, insurance, etc. All in all I'd say you either need to have BIG money, or a really good credit rating, since you're looking at probably a quarter of a million dollars outlay (with no guarantee that your business venture will be successful).

Prices differ greatly for a new tow truck. As a rule of thumb, if the vehicle cost $25,000, figure to spend up to that amount rigging it up.
You must have a class "B" commercial license to operate a tow truck.
