When I plug in any HD or CDRom to my motherboard in IDE1 and IDE2, neither of them receive any power. However when I unplug the ribon cable from the HD or the motherboard, both get power. Obvious problem...power with no connection to the motherboard is useless.

Any suggestions???

take the connector that is in the mobo and put it in the HD/CD and take the other connector and put it in the mobo and see what happens (yes you can have the cables backwards)

Check that the red stripe is going to pin one on the mobo. There is usually a small 1 or arrow pointing to it. Check the jumpers on the drives too.
