Only in the Bars. Just kidding... No the Mexican authorities do not celebrate US holidays. Occasionally you will find some Americans shooting off some fireworks on the beach just to celebrate but its not a organized event.

No. Cabo is in Mexico, and although you can use American dollars there, the 4th of July is not celebrated. You will need to cross the border to celebrate if that's what you want to do.

The 4th of July is American Independence Day and is not observed in other countries.
