Dell LatitudeCPi 266xt that won't turn on. The batt light comes when i press on it just flashes3 lights,beeps

I have a Dell Latitude CPi 266XT. Whenever I turn it on these three lights flash while it makes a beeping noise. I have no clue what to do. The lights though, have symbols above them. They are a lock surrounding a number 9 a letter A and what appears to be a down arrow. Help me get this thing running again!

goto dell web support they will tell you,,, you can download the manual for it there to that will give you the answers
