Given that you're asking in the makeup category, I'm assuming you need stage makeup. You can't duplicate 5 o'clock shadow in film, sorry. There's no way to duplicate this without looking fake in a close-up. The first trick in makeup is to understand what you're imitating - as the other people have said, 5 o'clock shadow is what happens when a man hasn't shaved for 8-24 hours. So, you're trying to duplicate lots and lots of little dark lines (from short little hairs) on your skin. The easiest way to do this is with black greasepaint and a coarse sponge - just dab the sponge gently on your skin, usually over a layer of makeup. The hard, but more authentic way is to use a well-sharpened eyebrow pencil and actually draw lots of tiny lines - not recomended unless you have help.
There is no equipment that will do this for you, unless you want it permanently tatooed into your skin.
Use the right shade, too. If you have light hair, you need to use light brown for this.

if you mean the real thing, there is nothing to buy. shave in the morning, by 5' it becomes a scruffy shadow. (if it's not happening naturally, you cant make it happen)
if you mean for a play or halloween or something, get small clippet's of hair, chopp them into very small pieces and glue to your chin.
