If Germany was the main culprit in both world wars-should there be any reason to believe that they could help start world war 3?

Yes! Both wars started because Germany was dissatisfied with her place in the World Order and resolved to change it by force of arms. Even the German attack plans were the same: knock out France, then turn on Russia. And both conflicts were ignited by a dispute between a German speaking ruler and a Slavic neighbor.

They both involved Germany attacking another nation.
In WWI, Germany attacked France as part of the Schleffan Plan to knock out France before attacking knocking out their ally, Russia. This would have worked if the Germans had launched their attack a few days earlier.
WWII started when Germany invaded Poland.

Germany wanted to expand. They were cocky and had a reason to be, they were leaders in manufacturing and engineering. If they had more manpower they could have won either of the wars. It is a tragedy of history that they used their might for domination instead of trying to make the world a better place.

Actually, ww2 wasn't really separate from ww1. The inequities of the treaty of Versailles lead to the economic depression in Germany that allowed Hitler's national socialist party to come to power.
