it's b.

Rearrange y = (1/2)x +3

First multiply by 2 to give

2y = x + 6

take x from each side

-x + 2y = 6

y = (1/2) x + 3

Change the others to normal form:
a. y = x/2 - 3
b. y = x/2 + 3
c. y = -x/2 + 3
d. y = 2x - 3
It should be easy to pick the right one now.
