Melting is converting a solid to a liquid due to temperature change with the liquid having the same chemical composition.
Dissolving is dispersing the molecules of one substance in a liquid that is another substance.

Melt and dissolving, lets take NaCl for instance regular table salt. Well it dissolves in a polar liquid, say water, it dissolves at any temperature at which water is a liquid. NaCl also melts but at an extremely high temperature, I can't remember, but at least above 1000 C. To your question A is the answer, since it is a mixture of tea and water, since the tea is weak then there isn't much tea in solution.

In melting , form is changed from solid to liquid. In dissolution , the solute is dissociated / dispersed in solvent.
