Why is it so dang hot and dry this summer? Even in May it was like August..Is it El Nino this year?

They said in the paper it is great weather for chipmunks..they dig in the dirt and have babies there..if it rains, the dirt caves in and the babies dies...but they love it this year...bumper crop of chipmunks...
