It's not good idea for them to be able to see each other, so keeping something between them is good. It's possible the piece of folder is allowing some type of chemical build up in the tank, but that's a long shot. You can try giving that side a nice big water change just in case and then getting something from the pet store to block the view

How small is "small"? Bettas should have at least a gallon each, at the minimum (that means your tank would have to be at least two gallons) and even then you would have to be doing full water changes every 3 or 4 days.
It's possible that the plastic could be leeching into your water and poisoning your betta. However, if it were really making your betta sick then I would think he would be refusing food completely rather than attempting to eat and failing. Try feeding him smaller pellets for the timebeing. I have the same problem with some of my bettas (try to eat but can't get the whole piece of food in) and I use HBH Betta Bites, which work great. 3-5 pellets a day will be plenty.
If you take out the plastic, they will NOT eventually calm down. They will keep flaring at each other, which will stress them out and cause fin damage, along with a host of other problems. I really don't recommend this.
My suggestion would be to just get a new tank, so that both bettas have one tank each. Bettas love having space to swim around and exercise.

Wow... so maybe fish can have PTSD too?
Or the plastic is leaching into the water and posioning your beta. I don't recommend putting two beta together simply because of their natures. Beta's will try to intimidate another beta to the point of exhaustion, if they can contact other Beta they will fight to the death...
Those two sided tanks seem cruel. Anyhoo... I would take the one beta out to a different tank where he can't see the other, and take the plastic out. Hopefully they both recover.

i used to keep my bettas like that -- until i lost fins and stuff because they went through the holes in the divider and the one on the other side would nip them off. if you are using glass you are probably better off. mine got their own tanks and now i have way too many 2 1/2 gallon tanks. one thing you can do is put stuff in there so they have hiding spots so they don't have to look at each other all the time. plants, castles, caves, stuff like that.

with any luck the tank is great adequate to even domicile 2 betta, yet a stable tip is to get no longer basically vegetation to dam the few, yet run an air wand alongside the divider and it will distort the view besides.

no deffinately not a good idea the two betta will fight each other but they are actually hurting them self , there is a chance they might die mine die because i left them next to each other for a long time sooo..!

If the fishes are healthy.....yes.
If the fishes are'nt healthy..........no. Well....the fishes will still probably argue. After a while, They'll get used to each other.
