If it is from an email you got, I am 99.99% positive it is SPAM.

A person died in an airplane, car, train, boat, safari... accident, leaving 37 billion US dollars in a savings account, and they need you to act as the next of kin.

Those people will steal your money, and leave you hopefully nothing more than broke, and if you go there to do an exchange, broke will be a figurative statement, or if you arrange to meet them here...

If you are lucky, you get out alive.
