The Dominant version of a Gene (or Allele) need not be the most commonly expressed. For instance, one form of Dwarfism is Dominant but it its hardly more frequently expressed than the non-defective versions of the Gene.
But yeah, in this case the most commonly expressed phenotype in the World today is that associated with the Dominant Allele, namely the Phenotype of Brown Eyes.
