First, you obviously call 911, but as to the steps themselves:

1) Tilt the head back and lift the chin. Put your cheek to their mouth to check for breathing. (Cheek is very sensitive)

2) If they aren't breathing, pinch the nose while continuing to tilt the head back, and give two breaths.

3) Position your hands in the center of the chest, and firmly push down about two inches into the chest 30 times.

4) Repeat steps 2 and 3 until they start breathing or until help arrives.

You can learn this on-line, and nothing replaces hands-on practice.

CHECK the scene for safety, clues, bystanders, etc.
CHECK the victim for consciousness.
Have a bystander CALL 911 (assuming they are unconscious).
CHECK for breathing for 10 seconds
Give 2 Rescue Breaths.
Proceed to give CPR at the rate of 30 compressions and 2 breaths until an AED becomes available, you are relieved, the victim improves, the scene becomes unsafe, or you become exhausted.
