For a regular rectangular tank with hood and keeping fish, it should be kept above the covered area. If you can see the water line then you should probably add some water. It's not so much the amount of water that is missing as much as increasing the disturbance from the filter. If the water is low, there is a waterfall effect which creates more of a disturbance than if the water is high and there's just a gentle current. This can be a significant issue for some fish.

if you have no hood you should leave about 2 inches incase you have fish that jump. i usualy have it up to the bottom of the band on top.
