The person who sold it to me says he will get me Windows XP loaded so that it is activated...thanks for the answers.

If you just bought it, go back to the store, or you can call Microsoft and they will check the key for you, then give you a new one...

You may have been scammed if that is a used CD then I will tell you what is wrong. Every disk has a limited number of times you can reinstall. You can of course renew the license to use the disk but it cost quite a bit.
