Hawaii is in the UTC*-10
Germany is in the UTC+1
So that's an 11-hour time difference.
Yes, there is one hour difference between each zone. Some small zones have 30 minutes difference with neighboring regions though (Newfoundland, Iran, some parts of Australia,...)

There is currently a twelve hour time difference between Germany and Hawaii. Germany is now on Daylight Savings Time so it is GMT + 2. Hawaii does not observe Daylight Savings so it is always GMT - 10.
BTW, even if Hawaii did observe Daylight Savings, Germany and the U.S. do not always start and end Daylight Saving at the same time.
Beginning in 2007, most of the United States begins Daylight Saving Time at 2:00 a.m. on the second Sunday in March and reverts to standard time on the first Sunday in November. In the U.S., each time zone switches at a different time.

In the European Union, Summer Time begins and ends at 1:00 a.m. Universal Time (Greenwich Mean Time). It begins the last Sunday in March and ends the last Sunday in October. In the EU, all time zones change at the same moment.
