We can give you information from a California perspective. California has high demand for gasoline—at least 10% of the cars and light trucks sold in the U.S. each year. are sold in California, according to our firm’s research. Excess demand cannot be satisfied by importing gas refined in other states due to California's clean air requirements. The primary driver of the higher cost of gasoline in California would be clean air additives, which are only refined in this state. Also, California uses most of its refinery capacity. The supply is local and refiners in other states can move refined gasoline supplies around to satisfy demand unlike California.

That's a good question. I live next door to CA, in AZ and our gas comes from SoCal. It's usually more expensive than the rest of the country, but cheaper than in California. Probably because the demand is huge, and CA has some of the strictest clean air laws in the nation.

Cost of Living is higher on the West Coast
like a $100k house in Florida - costs 150-200 in CaliFORnia
so if you can afford the higher house payment - gas is next!

The reason West Coast gasoline is expensive is because the state governments over here are run by the Democratic Party. They have made it very hard to refine gasoline, drill for oil or even transport it into and around the state. This contributes to a higher cost per gallon. Further, they have also put an insane amount of tax per gallon and per transaction on top of federal taxes for gasoline.
Oregon has a problem all of its own. Over there, it is ILLEGAL for anyone to pump their own gas. They force you to use full serve and pay to have a grease monkey fill it for you. They claim it has something to do with it being a hazardous material (which would make me even less willing to half a minimum wage high school dropout fill my tank) but it has more to do with socialist policies.

Lot's of good answer but even J.D. Power forgot to mention that California's state and fed. taxes combined are the highest in the continental U.S. When I lived out there they were nearly $.50/gallon. This is one additional reason for the pricing. Hope this helps!
