The Rover 200 is the model range.
The range included various models, with different designations based on engine size, power output and trim level. The base 1.1-litre model was the 211i, the low-spec, low-power diesel was the 220D, the higher-powered mid-spec diesel was the 220SDi, and the luxury-spec 1.6 petrol was the 216SLi.
The exception to this rule was the 1.8-litre vvc-engined haot-hatch model, which was called the 200vi rather than the 218vi.

Up to the 1997.5 model year all Rover 200 models had a badge on the back giving the exact model (e.g 214Si, 220SDi, 216SLi). From the 1997.5 model year on, the badge on the back simply said Rover 200, whether the car was a 211, 214, 216, 218 or 220. Again the 200vi was the exception, as it retained the "vi" badging.

The 1.1-litre 211, 1.6-litre 216GSi (an SLi with leather and air-con), 1.8-litre 218Si (a sportier model, with the vi's trim and suspension settings, but without the vvc engine) and the 2.0-litre diesel 220Di were introduced at the same time as or after the change of badging, so never wore model-specific badges.

Your 211 is a 1.1-litre Rover 200.

The Rover 211 never existed. The models were originally tagged 214, 216 and 220 to denote a 200 series with a 1400, 1600 and 2000 engine. They were later rebadged the 200 with trim differences, but no external indication of what engine they had. The last gasp of that model was when Rover restyled it and called it the 25, and it's at this point they were given the 1.1 litre engine (from the Metro/100 series) as an entry level model. If your car is a 200 and not a 25, then your log book has an error. You could phone the DVLA to discuss it, but chances are, if it's got to this age without amendment, it won't make much difference.

Rover 211

I believe Rover did make a 211 but they are quite rare. My brother's friend had one.
If it really is a 200 and not a 25, then my guess would be that it could be a 214 (200 with 'K' series 1.4 engine) and someone has misread the '4' as a '1'. The VIN (vehicle identification number)
stamped under the bonnet would tell you which it is. Go on to one of the excellent MG/Rover sites such as mg-rover .org or autos.groups.yahoo.com/group/rovertorque and enter the VIN number and someone will tell you what it all means. Also the engine number should do the same.

rover models are in series i.e 200, 400, 600 series. I dont know why but some have their engine size in the model aswell such as a 200 series with a 1.4 engine would be a Rover 214, and a 400 series with a 2 litre engine would be a 420. But im not sure if Rover made a 200 with a 1.1...... if they did it would explain it being a 211. hope this cleared it up a bit
