You would have to loosen the linings, you could probably reach the shoulder pads by loosening the lining from the bottom. Reach up behind the lining and take them out, the restitch the lining.

I read your three answers and I would take any body's answer that either didn't work in or were associated
with this particular kind of field, I have worked in a cleaners and was around many alterations people doing this kind of work, an learned enough that , that is where I would take my clothes to be fixed. And preferably one that was fairly reputable. For it could be very costly to not know what you were doing.

shoulder pads are so old and ugly get ride of them they went out in like 1970

Those went out of style sometime during the French Revolution. Get rid of them now!!!!!!!!!!!!!
