There are 36 elements in the sample space and three of them add up to 4
So the probability is:
3/36 = 1/12

It would be 3/36 as it could only be 1+3, 3+1 and 2+2, & there are 36 possibilites, as if u draw it on a grid with 1-6 on the top and down the side, add all of them, it would give u all possibilites with the 2 dice
