I know the basics - The lowest bulb floating at the top is the temperature. I've put mine on my desk here at work (It's only 12 inches or so) and 3 bulbs are at the very top and 4 are on the very bottom. There is no staggering. How can I determine the lowest floating bulb when all 3 are at the very top (and I mean the VERY top - all 3 tips are at the water's surface)?

Read the one with the lowest temperature tag. Right now mine has one globe floating (80 degree F) so I would love to have some of the lower-temp ones up there, too!

Maybe it's defective.
