Heating the water will make it evaporate. Putting the water in an airtight chamber and lowering the pressure will make the water evaporate at lower temperatures but you will still have to add energy. The air you pump out will eventually be all watervapour.

Turning water into a vapor is evaporation.

Either heat the water or reduce the air pressure drastically.

Condensing water means to turn it from a vapor into liquid water. Cool the air containing the water vapor or put something cold into the area to make the water vapor condense onto the cold item's surface.

One does not condense water into a vapor. One condenses water vapor into liquid water.

To convert water into a vapor you boil it by adding heat or reducing the surrounding pressure or both

You cannot condense water INTO a vapor; condensation means becoming liquid FROM a vapor.

If you want to vaporize water, you heat it or lower the pressure.

If you want to condense water vapor, you cool it (that is what happens with dew) or increase pressure.

Water needs energy to evaporate into vapor (gas).
Obviously, adding heat will speed this up.
Increase the surface area of the water will to.
ie. water spilled on the floor will will evaporate faster
than the same amount of water in a glass.
Shooting a spray bottle into the air is even better.

Decreasing the air pressure will give you vapor too
but this is not easy to accomplish.
