That is a true Athenian Democracy.

All citizens vote on all items before the government.

As opposed to what exists in almost every democratic country in one form or another, a representative democracy, where you elect someone to stand-in for you so you don't have to do all the boring stuff, like listen to speeches and vote on budgets.

Edit: Mob Rule is generally considered "Anarchy"
Edit: As for which is superior...neither. Representative Democracy doesn't work small scale, and Direct Democracy doesn't work large scale. One way or the other, Democracy as a form of government is only slighlty better than most other forms of government...but only when *everyone* participates...anything less than 100% turn-out means that Democracy is *NO* better than (and in some cases, worse than) any other form of government you can name.

Rule by masses. Instead of elected representatives, everyone gets a say on everything. It is an inferior system. A republic is rule by majority with elected representation and protection for the minority under our constitution.
