So I think that I have a bit too many fish for my ten gallon. Here's the list:
4 Neons
2 Red Skirt Tetras
2 Black Skirt Tetras
2 Zebra Danios
2 Dwarf Gouramis
2 Guppies
1 Leopard Pleco

So yes, its a bit over stocked.....

My question: Is it okay to do a 25% water change w/ gravel vaccum more often than one a month? I thnk this should be okay, and it will keep the ammonia and nitrate levels in check with the ammount of fish. I was thinking maybe twice a month...

you have a packed house -- you should probably do a 20%-25% weekly.

you should also find a new home for the pleco. most people don't realize the bottom feeders get HUGE. some plecos grow to 2 ft -- that wont do in a 10 gallon. there won't be enough for him to eat in a 10 gallon -- you need to get him algae wafers.

Ok, that's more than a bit overstocked...I'd be doing 25% water changes twice a week. I do 25% water changes weekly on all of my tanks which are mostly understocked. As long as the new water has the same pH/temp as the water you're replacing you can do many water changes without adverse effects. Some discus owners change 50% of their water every day.

There are many ways you could improve your stocking list, if you'd like ideas feel free to ask.

Yes, just a bit overstocked, but other than that, 25% water change with a gravel vaccummore often than once a month should be ok, but it your going to do so, i would change the filter every month. Twice a month is good, more than that i would not suggest.
Good Luck

I think you are about ok
Just keep an eye on your amonia levels, and if it is to hight buy a bottle of amonia level keeper, don't know the name of it right now
I haven't done any waterchanges in months, and my fish are all happy and healthy
I fill up the water like once a month that's it
I also put "Easy Balance in my tank like every other week, keeps the water changes down

yes by all means you can do more than 25% water changes I have discus daily 50% water changes pain in the rear but worth it
cut out the pleco and add an otto and get rid of 1 of the gouramis and you will be great
