The regulations can vary within a city, it really depends on hte exact lot that you purchased. The city Planner should be able to give you the basic guidelines of what permits and inspections you need to do.

Talk to a builder, one that is licensed.
Otherwise, talk to the city and see what the regulations and codes are for your city. You need fees and permits. And when you hire a builder he is responsible for getting these from the city. If you are trying to build yourself, then you must do all the leg work.
And every city is different.
